returned for consideration CS FOR SENATE BILL NO. 53(FIN) "An                                                                   
Act making and amending appropriations, including capital                                                                       
appropriations, supplemental appropriations, and appropriations to                                                              
capitalize funds; ratifying certain expenditures; and providing for an
